Mr. Mastromarco is a Member of the Mastromarco Firm, LLP of Maryland.  A graduate of Albion College (B.A.) and Georgetown University Law Center (L.L.M.), who attended the London School of Economics (1983), Mastromarco is admitted to practice law in Maryland, the District of Columbia, and Michigan and has argued cases before many courts, such as the U.S. Circuit Court of Appeals (Fourth Circuit, D.C.), the U.S. District Court (Washington, D.C.), the Court of Appeals for the D.C. Circuit, the U.S. Tax Court, the U.S. Claims Court, and various state courts.  He has also served as an Adjunct Professor of the University of Maryland, Business and Executive Programs.

Mr. Mastromarco brings to bear more than 35 years of corporate governance, litigation, regulatory compliance experience, both in and out of the government, and has been principal counsel for start-ups and established firms and associates across a wide range of industies.  Before joining the Mastromarco Firm, LLP, Mr. Mastromarco founded the Argus Group and was Director of the Trade and Tax Division of the Jefferson Group, then the Nation’s largest advocacy firm.  And prior to that, Mastromarco was Assistant Chief Counsel for the U.S. Small Business Administration — the sole appointed advocate for small business tax policy in the Federal government, served as a Special U.S. Trial Attorney in the Department of Justice, where he evaluated and prosecuted cases for the United States, and spent three years as Counsel to Senator Roth’s Subcommittee on Investigations, where he focused on enforcement issues government-wide.  Mr. Mastromarco has also been a judicial clerk.

In addition to his practice, Mr. Mastromarco has been a leading proponent of pro-business changes to regulatory and legislative policy in many agencies, including the Department of Labor.  Mr. Mastromarco is a successful Washington advocate for sound public policy with a demonstrable record of achievement over 20 years.  A prolific writer, he has more than 60 published journal articles, numerous opinion editorials and other publications to his credit.  Mr. Mastromarco has appeared on national television and has personally appeared as guest on more than 1,000 talk radio stations.
